I have a 1 min and 5 second chart in the chartbook for the same symbol (e.g., NQ). The Trade Management Study is only on the 1 min chart (and not in the 5 second chart) and I initiate trades using the 5 second chart thru the "Trade Window to Chart", when the trade is opened/executed, is the Trade Management Study used since this trade was from the 5 second chart?

There should not be any problem with this. But make sure that chart with the Trade Management Study has this option enabled:
Trade Menu: Chart Trade Mode On (Trade menu)

We would have to verify this is necessary, but it is still good practice to have it on anyway.

The Chart Trade Mode On is enabled on the chart that has the Trade Management study. Can you please confirm, if I opened the trade from a different chart that has no Trade Management study and the Trade Management study is enabled on the 1 min chart, the Trade Management study should be active on the 1 minute chart - correct?

Also, is there any precedence on what takes place first if you have a trade management study and also use attached orders (10 tick stop)?

Yes this is correct. We did verify that.

They are both functional at the same time. One does not have precedence over the other.
