TICK-NYSE in scid file has local timestamp instead of EST

I read in the documentation is that the underlying data is always stored in EST time zone. And any other timezones are only for display purposes.

I have setup Data Service Settings to UTC and then downloaded TICK for 2017. When I read scid file in binary I see that the data is UTC (because there is very little activity at 9:30 am but a lot at 13:30 which means its UTC).

How come?

There is nowhere on this website that says this:

The timestamps are always stored in UTC throughout Sierra Chart and the data files.
