Is there any reason(s) why Estimated Position in Queue Tracking would always show EP:1 when the order book is always showing something higher then that before I place a limit order at that price?

We do see the issue and we will resolve it. It has to do with CTS and would also affect TT due to the price multiplier not being 1.

Has there been any further updated on this?

My EP is still always 1, using SC Data Feed and Order Routing. However, it should be noted that my chart is RTY, but I'm using the Trade and Current Quote Symbol: M2K, and Use as Trade Only Symbol is checked. Perhaps there's an issue for EPIQ due to that?

Yes that is the issue. From documentation:
When the order is based upon the Trade and Current Quote Symbol for the chart and Use As Trade Only Symbol is enabled, then it may not be possible for the estimated position to be determined since there may not be Market Depth data available for the symbol. And if there is Market Depth data available for the symbol through another chart being opened for the Trade symbol, the problem is that the estimated position is not going to make sense relative to the Market Depth data you are seeing in the chart. Since that Market Depth data is for the main symbol of the chart.
