If there is a very clear obvious and reproducible issue we will need to look at this with remote assistance, because as we see you are presenting this, we see no reason why those orders should not fill. We cannot reproduce this either.

Okay, also make sure Global Settings >> Data/Trade Service Settings >> Number of Stored Time and Sales Records is set to 5000.
