I changed the chart text color to white, and saw all Y scale text color is white, but the month and year of X scale text color is black with white background. This makes the chart looks ugly, since the chart background is black and partial of the x scale text has white background. Can I make all the X scale text color to the same as Y scale text color (white foreground, black background for month, year)?

You need to uncheck this Chart >> Chart Settings option for the chart:
Chart Settings: Highlight Timescale Dates, Months and Years (Chart >> Chart Settings >> Scale menu)

I did as your instructed, Months on the time scale are not highlighted, but Years are still highlighted.

Can the color for this (if Highlighted is checked) be changed in the Global settings independent of the Scale color? If so which setting.
