Windows Technical Issue: Always on Top

We have had a couple of reports of the Always on Top state for detached windows not being in effect even though it is enabled. Apparently this happen sometimes when opening a Chartbook. This issue was resolved months ago. We are not able to reproduce it at this time. However, we notice that when using the Windows Task Manager and we have enabled the Always on Top state for that window, this state is not always being followed for even this Windows program.
