Title Bar is grayed out and cannot be focused in v1760

After upgrading to v1760 the Title Bar is grayed out and cannot be focused. Also, all Control Bar buttons are grayed out and inaccessible. To revert to v1750, I had to download the installer. |

This is not a typical issue. We do have an idea why it happens in some cases and we are looking into it today. It relates to the new Control Bar.
