1. How to place a "stop limit if touch" trade? Ex. CL current price is $65.50, I want to short @$65.80 (which is above current price) with a limit price of $65.78 if price touches $65.90.
2. If placing the order cannot be achieved, can I attach the order to an alert? Use an alert to trigger the order.

3. Does Sierra Charts' serve store and manage my orders, or I have to keep sierra open in order to manage my placed trades? In an other word, is Sierra chart order management server based or client based?

It sounds like you want to use a Triggered Stop order:

This is a client-side managed stop order. Sierra Chart will need to be kept running until such time to the stop order is submitted.

No, it's not correct.
In my example, I want to sell stop above the current price or buy stop below the current price. It's cannot be done with Triggered Stop study. The study only allow me to sell stop below the current price or buy stop above the current price.
The price must go over the triggering price and my stop price and then returns to stop me into a trade.
