Row J36 does not revert to zero when non time based charts are selected, as J37,J38 and J39 do. Is this intentional?

If I could expand on my previous post:

J37 indicates > 0 only if "Number Of Trades Per Bar" is selected, likewise
J38 indicates > 0 only if "Volume Per Bar" is selected and
J39 indicates > 0 only if "Range Bars" is selected.

However, J36 always indicates period in seconds of the last time a time based chart was selected, even though the current chart is not a time based chart.

Yes we know. This is how it works. The seconds per bar setting is a very basic fundamental data setting which acts as a backup to all of these other settings in case they cannot be achieved based on the underlying data.
