Problem adding new symbols after download "Waiting to Download Historical DAta"

Have two IB accounts with Data Stream. Original account had issues and changed accounts but same problem. Downloaded new or November issue but problem persists.
This AM. unable to get historical data Day or 3 minute for new symbols. Finally after 15-20 seconds chart did have data, but any new symbols will not work. Changed IB accounts and still have issues? some symbols will download but takes 15 seconds- 3 minutes
