Try using the TIMEVALUE function, and cell J41. Maybe like this: =AND($J$41-INT($J$41)>TIMEVALUE("09:29:59"),$J$41-INT($J$41)<TIMEVALUE("09:30:02")) |

What symbol are you trading? It's possible in a slow market that J41 might not update during those 3 seconds.
