Can't change drawing y axis using UseRelativeVerticalValues in non chart graphregion

I'm trying to add text drawings to a graph region below the chart, using UseRelativeVerticalValues. No matter what i specify, it'll draw all text at position 100. When I switch the study to graphregion 0 (in the chart), it will draw properly on the Y axis. I'm basically trying to draw some text in a grid in a non-chart region.
