in reference w/ the functions (in the Title) my understanding is
that setting NewOrder's fields: (just for simplicity i refer BuyExit())

OrderId - is required only if there are more than a single open Buy Created positions
(then i need to specify which of them should be closed / flattened)
in case there is a single open position - then OrderId is NOT required
no harm is caused by setting it unconditionaly

Quantity - if not used the opn position will be flattened.
if quantity is used then only part of the position will be flattened
no harm is caused by setting it unconditionaly

Is the above understanding true / correct ?

tnx

In no case would you ever specify the Internal Order ID for a new order.

This is true.
