How can I color the price bars (historical, weekly charts) ...

red: when price closes two consecutive times below the lower bollinger band
green: when price closes two consecutive times above the upper bollinger band

The color should always stay that color until the other condition will occur/is true (so price bars are always either green or red).

Here's a sample of how to accomplish it with Color Bar studies. The PNG file shows what a daily AAPL chart looks like with the studies applied. You can apply the study collection to a clean chart for your symbol.

If for some reason the study collection doesn't apply correctly, I've also included a chartbook with the studies applied to an AAPL chart. You'll just need to change the symbol to something you have data for.
