When I back up to a different place on the chart, the price displayed on the right column reflects the price based on the position that I backed up to; is there a setting that will always show the current price on the right side no matter where I back up the chart?

No, and logically this cannot always be the case because the current price range of the displayed bars, may not even cover the current price.
