i have turned that off and restarted and it didnt go away , so not sure whats going on here

Open a new chart for that symbol. Do you see the same incorrect prices? Also check the Chart >> Chart Settings >> Advanced Settings 2 >> * Multiplier settings. Make sure they are all 1.
