Was just looking into this, is this feature now free? I don't see anything on the page linked here, regarding any cost.

Yes it is free. And in the newer versions of Sierra Chart under Global Settings >> General Settings >> Alerts there is this new setting: Text to Play when this Alert Triggered where you can enter a short phrase which will be played when the alert number is triggered. The voice quality is going to be improved once we work with a new text-to-speech library. Right now it uses the Windows OS text-to-speech functionality.
