IB connecting to the platform for the data stream.

Please could you help me understand why I can not connect more with the IB data stream.
I removed the flag from the IB platform in the API section. but does not load the database and does not connect.
section CHART I select "delete all dates and download" ... I open the window Ola "waiting to download historical data" but remains so 'for 30-40 minutes and does not load the database.
