Can Sierra Chart insert a panel or use the fill space in some way that I can set levels and notes that only appear in the fill space area or inserted panel on the right edge of my chart screen?

Yes. Use the Right Side Fill Space:

And the Stationary Text Tool:

I can use the stationary text to type in the fill space but it seems I have no way of anchoring to the vertical axis which is of no use in marking levels. Please advise if there is a work around.

We plan to offer a new drawing tool which will be stationary along the horizontal axis but vertically will be linked to the values scale.

We do not know when this will become available. Sometime this year.
