How to mark 1, 2, 3 and arrow in chart?

Hello,

Sometime, I would like to add some mark like 1, 2, 3 or ↑, ↓ at the chart (like attachment).
Can anyone tell me how to do?

The drawing tools will not appear exactly as shown in your chart image but you can do very similar.
