Where can I access Russell 2000 Emini historical tick by tick data (NOT 1 minute data, but tick by tick) for the purpose of back testing? For up to 2 years ago.

The version you are running may have been affected by a problem where historical tick by tick data was not being requested. This has been solved. Update Sierra Chart to the current version following these instructions here: https://www.sierrachart.com/index.php?page=doc/download.php#FastUpdate Make sure Sierra Chart is set for a tick by tick data configuration: https://www.sierrachart.com/index.php?page=doc/doc_TickbyTickDataConfiguration.php After both of these, re-download the data in the chart with Edit >> Delete All Data and Download.
