My goal is to execute orders on a stable and reliable Sierra platform using server sided OCO where also bracketing is supported once the master entry is activated.

Combo Sierra and TT does not offer server sided OCO.

I trade mainly the TF - Russel.

Therefore, in this case you will want to use Rithmic.

Also starting in April, you will have to pay a 110USD/month exchange fee for the Russell no matter where you are trading that.

Also, it is believed that once these exchange fees go into effect from the ICE that the volumes on the Russell and also other major contracts are going to go down significantly.

None of this is particularly relevant to the problem just something we are mentioning.

The only relevancy of this is that the Sierra Chart Exchange Data Feed at the moment is not a reasonable choice because you have to pay the 110 USD exchange fee at this time.

So actually what we are trying to say, is that maybe you should consider looking at trading another index. You can access all of the CME markets from the Sierra Chart Exchange Data Feed and the exchange fee is only 3.25 USD per month.

Sierra Chart response:

We make a request for you to enable TCP No Delay for the client connections for real-time data.

All real-time data feeds need to use TCP No Delay, and many of the problems that are being reported, and there are a large number of them with unhappy users, may very will be due to the fact that this is not being set for these client connections.
