Time Alert, based on which time? computer time zone, chart time zone

I can't figure out what time triggers Time Alert. I set it at 4pm (my computer time), but at 5pm the time alert activates, while at my chart time zone the time is 10 am. Maybe it would be good to mention it too in the documentation. PLease advise, thank you.
