I am trying to see 1 second bar chart for the FDAX futures (DAX-201512-DTB-EUR-25).

For some reason I am not able to see 1 second bars in the point the green circle (please see attached chart).

I tried to open a new chart book, a new chart and tried the "delete all data and download" from the Edit menu but no success.

So what could be the problem ?

The most recent 10-15 minutes of historical price data will be downloaded from the Interactive Brokers system and 1 second data is not available.

You will need to use the Sierra Chart Real-time and Historical Exchange Data Feed for this:
Sierra Chart Exchange Data Feed

To get all of the data from the Sierra Chart Historical Data Service.

But if I configure the system for Sierra Chart Historical Data Service then how can I trade via InteractiveBrokers ?

It would be nice if I could throw away that crappy Interactive brokers quote data and get the quotes from your high quality Sierra Chart data service... ;)

We may not have been completely clear. When you use the Sierra Chart Real-time and Historical Exchange Data Feed:

Both the historical and real-time data is fully integrated when using Interactive Brokers and you can trade using the data as well. This is explained here:
