OEC Loggin Issue cannot send close notify

Hi Kenneth Ivey here OEC is setup and turned ON Sierra chart is also turned ON, but I keep getting this close notify error preventing connection,

The problem is the OEC server is closing the connection upon Sierra Chart sending the Logon message.
