[User Discussion] - Mouse wheel scrolls Tool Configs

Is it possible to have someone program the mouse wheel to scroll through the tool configs, when a tool/drawing is in focus? I know very little of programming but have a friend who programs and can ask him to do this if it's not a monumental task.
