Sierra wont connect to Rhitmic anymore

Hello,
I wanted to send you the log file when my Sierra is trying to connect to Data provider Rithmic but there
is written it wont be reviewed if its not requested...so I am asking how can I send you the log..
The connection was OK till today morning but then I restart PC and cannot connect anymore...with Windows error code 10061..
Any idea what it can be?

This is the actual problem right here:

This could be a Rithmic server problem or it could be caused by a firewall or some other network communication problem.

We are thinking, what is the proper procedure to troubleshoot this. Are you running any firewall software on your computer other than the Windows firewall?
