can't save settings

Sierra has stopped remembering toolbar settings. When I open the program, my toolbars are jumbled up. I'm running version 1266 as administrator. When exiting, I always save all.

We will have this resolved as soon as possible. This only affects the prerelease because of the new control bar development we are doing.
