It is not clear what the % increase is of. Is it the difference of the differences before and after the crossover?

Try these:

K3:
=AND(AC4>AA4,AA3>AC3,(((AA3-AA4)-(AC3-AC4))/(((AA3-AA4)+(AC3-AC4))/2))*100>=23)

M3:
=AND(AC4<AA4,AA3<AC3,(((AC4-AC3)-(AA4-AA3))/(((AC4-AC3)+(AA4-AA3))/2))*100<=-17)

These assume the EMA10 is in column AA and the EMA21 is in column AC.

The first portion finds the crossovers, the second calculates the % using your formula, and the third compares the % to your minimums when the crossover is TRUE.

Nearly all of the % are > your minimums, and all are > than your minimums at the crossovers. Are you certain about the % formula?
