What type of an alert have you configured which you are expecting to see in Window >> Show/Hide Alert Manager >> Alerts Log?

This means the simple alert is not evaluating to true.

Change the formula to TRUE. This will always evaluate to true and at least give you a signal right away so you can test the Alerts Log.

using true was recognized by alert manager but formula while recognized is not affecting chart

Just looking at the formula itself we see no problem with it. We recommend setting up a simple formula on a Moving Average study comparing the moving average to the closing price of a bar and see how that works.

You may also need to set the Value Format properly:
