And back to working. Perhaps it was temporary, although I posted it because "connection refused" is almost always server side. EDIT: Spoke too soon. So what ended up being the issue here and has anything been changed here such that upon power coming back the backend processes handling this will ensure they continually retry until all services are back up without human intervention?
