New Spreadsheets row 2 will not accept a formula

The New Spreadsheets will not retain a formula in row 2 of Formula Columns after a Recalculation. I occasionally use this functionality when the formula in row 3 needs a starting value, as in this example:

Is this something that can be corrected?

It is not really suitable to put a formula in the names row 2. Use row 1 instead.

The user appears to be attempting to create a column with indices in descending order. One way they could do this is with the following formula: =$J$30 - ROW() + 3.

OK, that is another way to put the array in ascending order without using row 2, but I also use a formula in row 2 to create a line label, as in the attached pic.

This is one of several examples where the New Spreadsheets have less functionality. I was hoping this one could be removed from the list.
