Error data with Relative and Absolute Reference

Hello
I started working with the new Spreadsheet
When I put this formula in cell $C$4 I get Absolute cell reference C4 It's true I see it in the Spreadsheet
But once the data on the graph I see the line And when there is a new level The line should move with the new level. But it does not happen He just draws the line
I checked in Spreadsheet I get Absolute cell reference And for some reason
This graph is not implemented
But if I'm refreshing the graph it works And if the level changes This goes back to the same problem
I tested it in the old Spreadsheet And it works great

What do I need to do to get one straight line at any time the level changes
Would love to get an answer as soon as possible
