Ask frozen/not updating on U.S. Equities Consolidated Tape

Today in premarket on a couple stocks I have seen the ask was frozen and did not update with U.S. Equities Consolidated Tape.
These are some noted I have seen with a frozen ask:
ARTL_MBO
BIYA_MBO
SEGG_MBO

I did see the ask moving and not frozen with Nasdaq TotalView (NQTV) but not Consolidated Tape.

What we think you saw was due to the rate of updates to the Market Depth data. In particular, the data will not update unless there is a trade or an actual change to the depth data itself. Therefore, during times of low trading, what can happen is that there may have been trades on the Consolidated Tape exchange, but nothing occurring on the NASDAQ itself. Since the Market Depth data comes from the NASDAQ TotalView, there would have to be a change at the NASDAQ for the Market Depth to update.

In this case the stock price was moving(at the time) and was getting quite some trades. The bid was not frozen and correctly moving. Only the ask was for some reason frozen. First time i have seen this happen. I will report if it happens again.

Look at the individual symbols, not the _MBO symbols and see if you notice the same problem if this happens again.
