Can this message in the Trade Activity Log be attributed to something happening within Sierra Chart, or is the 'delay' always attributable to an external trading server?

Canceling an order will be delayed, until the pending operation on the order to be canceled is complete. For example a pending modify or a pending order submission. Or even a pending cancel.

Thank you very much for the clarification.

When an unfilled entry order becomes a "non-responsive order," then perhaps times-out in SC (but remains live on an exchange), is there currently a method to force cancel this order from SC?

Our recommendation in this case, is reconnect with File >> Reconnect. Wait about 5 to 10 seconds and then try to cancel it.
