More than 12 control bars

Some of my SC customization revolves around adding custom buttons to control bars, and updating the text of these buttons. While there are plenty of custom buttons, there are only 12 control bars. I can't use the same control bar for multiple customized charts since the customized button would be on both charts, and would be updated by both. Is there a reason it's limited to 12 currently, and could you add more, possibly up to 20 or 30?
