Is it possible to receive order book for NASDAQ in real-time for pre-open (continuous) orders (before 9:30)? same question - can I receive NOII in real-time before 9:30 ?

The data we get for our NASDAQ TotalView exchange goes from 03:00 to 19:00. So you should have the data you want between these hours. We do not supply the NOII data.
