FVX is the CBOE 5 Year Treasury Yield, when charting in comes up with yield on y axis as 38.56, is there a way to correct that globally to fix it to the correct yield as 3.856 or 3.856%.

The value of 38.56 is the correct value from the exchange. Refer to the following: https://www.cboe.com/us/indices/dashboard/FVX/ If you want to change how you view it, then you can adjust the "Real-Time Price Multiplier" and the "Historical Price Multiplier" (and other necessary settings if you do change these as called out in the documentation).
