For example running Sierra Chart on our system we notice 0% CPU usage. We have 50 charts open. What you claim to be the problem is not. It is something else on your system, like antivirus software, or with what you are doing.

This is also not dumb. Data files have to be checked for modifications. It is completely normal when a program is idle for it still to be doing a lot of checking at frequent intervals.
