Incorrect Date and/or Time Display, Missing Historical Intraday Data, Chart Not Updating

Hi, I have downloaded NTP, synced clocks and restarted. Still having issues syncing my clocks as the trade log is still producing non-synced clocks. I also have not been able to find Select Global Settings >> Data/Trade Service Settings. You may see an option named Timestamp Using Local Computer Clock.

Please advise.
