For the moment, we are not going to be able to offer any solution for this. As we indicated, we have never had a problem report like this before.

We recommend trying another computer. Otherwise, wait 2 to 3 months until we have a new installer ready.

Also, this makes no sense:
And then I am unable to end the process through task manager, have to restart the computer to clear/close the sierrachartsetupnoclr process.

Why would there be a problem terminating that process? It is completely contrary to the functioning of the operating system and its ability to terminate a program.
