If you're running windows get some software called autohotkey. If you're running Linux then get the slightly better autokey. Both are free and enable learned and/or programmed hotkey development.

I have found that the Sierra team will readily provide new command/key links if there is anything that Autokey can't get a handle on. But its really up to the user to provide their own customization - why reinvent the wheel.
