Is there a supported ACSIL method to position a specified historical bar at a particular horizontal location within the chart viewport?
No. Can sc.ScrollToDateTime be combined with another supported function to achieve this?
You would need to scroll to the bar that is forward from the one you want by the amount you want. You could do this by determining the number of bars that make up the chart at that time using the "sc.IndexOfFirstVisibleBar" and "sc.IndexOfLastVisibleBar" and then determining how many indices you need to be forward and then use that Date/Time to scroll the chart to.
