The alert window showed that the sound was disabled. I went into the Global Settings/Alerts and the sound played when tested but there is a weird setting "Do not play alert sound(for Alert 20)" that was set to "Yes". You have to set it to No for the sound to play. Much better and simpler would be "Enable sound for all alerts Yes/No" and the default should be yes because what are alert sounds for but to sound when there is an alert.
