Point and Figure Bars are drawn differently from a standard bar. Trading may not have actually occurred at the extremes due to how those bars are formed. Refer to the following regarding this: Point and Figure Chart: Why Point & Figure Columns Do Not have the Same High/Low As The Underlying Bars Therefore, using the underlying bar High and Low will not give you the middle of the Point and Figure Bar. You need to use the ID0.SG22 (P&F Bar High) and ID0.SG23 (P&F Bar Low) to get what you want.
