To begin with, we have no idea with other systems would show the numbers smaller by a factor of 10. The numbers you are seeing for the study are the correct numbers for what is occurring.

If part of the reason you are asking about this is the jump that is showing around 16:15, then this is due to the daily reset and has nothing to do with the actual levels. To be able to view the new day's data better, you would need to scroll the chart forward so that the previous day is off the end of the chart, then the scaling will reset to show just what is available. Or, you can adjust the scales manually to view that particular data for that time.

If, for some reason, you just really want to view the data divided by a factor of 10, then you would need to use the "Spreadsheet Formula - Bar" study and enter the Open/High/Low/Close formulas where you reference the Cumulative Delta values and divide each by 10. For instance, the formula for the Open would look like the following:
=ID1.SG1 / 10

Where ID1 is the ID of the Cumulative Delta study and SG1 is the Open subgraph of that study.
