Since you have the option for "M >> Orders >> Use Limit Chase Orders" enabled, when you enter your parent order as a Limit order, it will actually be a "Limit Chase" order. Refer to the following:
Basic Trading and the Trade Window: Main/C >> Menu >> Orders >> Use Limit Chase Orders (chart specific)

But, since it is a Limit-Chase order, it will not be sent to TWS, as they do not have support for this, so it will be a client-side order until that order actually fills. At that point, the order will be a Market order that is sent to TWS.

Given this, does what you are seeing make sense, or is something still not correct?

Hope that this is the information you need! Actually, from posting it here, I noticed two things:
- Limit → shouldn't it be Limit Chase!?

The "Limit" order for the parent will be showing as "Limit", if that is what is selected for the Order Type. But it will be setup as a "Limit Chase" due to the setting you selected.

- TimeInForce: Day in "Main" but TIF: Good till Canceled in "Targets"

This should not matter. You can have these set differently. But you do want to use only "Day" or "Good til Cancelled" for the CME Group.
