This was not related to the Automatic Payments. The Automatic Payments will work properly for exchange fees. But, you did not have the option for automatic payments enabled until after the exchange was deactivated. So it would not know to charge you for the exchange fee, as there were no exchange fees to charge for at that point. Just so you are aware, your Automatic Payments is currently disabled.
