Regarding SCT_OSC_PENDING_CANCEL_FOR_REPLACE, the only service that would use this, would be LMAX. Regarding SCT_OSC_ERROR, there can be many cases for this. A rejected order would set this state usually. But really it is not anything that we can predict or guarantee. If an order changes to OrderStatusCode = SCT_OSC_ERROR, can the order be cancelled, You can still try to cancel the order but there is no need to do so.
