The times that are displayed in the Trade Activity Log are set to the Global Time Zone that is set for that installation of Sierra Chart. Refer to the following regarding the Global Time Zone:

If you are referring to exported data, then there are two options to export the data, one that will put the times in UTC and another that will leave the times as they are displayed in the Trade Activity Log.
